Pebble Key is a fictional small and quiet island located in the archipelago of the Florida Keys. It was originally founded as a small fishing community. The island was bought out and has been developing ever since. But industry representatives proposed and began to build industrial zones on existing land, which caused disputes with the residents of Pebble Key.
