Flatbeds come both empty and with assorted cargos. You'll only see the turnpike doubles in Nevada, Utah, Oregon & Washington (if you have the appropriate DLCs) unless you use C2C and/or Canadream. This version won't work with anything older than ATS v1.36, but no longer requires the Heavy Cargo DLC, coz that's now in a separate addon.
